The גמרא in ראש השנה יז ע״ב teaches:
ויעבור ה' על פניו ויקרא. אמר רבי יוחנן: אלמלא מקרא כתוב אי אפשר לאומרו. מלמד שנתעטף הקב"ה כשליח ציבור והראה לו למשה סדר תפילה. אמר לו: כל זמן שישראל חוטאין, יעשו לפני כסדר הזה ואני מוחל להם... אמר רב יהודה: ברית כרותה לי"ג מדות שאינן חוזרות ריקם, שנאמר: הנה אנכי כורת ברית
Hashem revealed to משה רבינו a סדר תפילה, promising that whenever כלל ישראל sin, they can invoke the י״ג מדות and attain forgiveness. רב יהודה adds an extraordinary guarantee: ברית כרותה לי"ג מדות שאינן חוזרות ריקם — a covenant has been established that the י״ג מדות will never return empty-handed.
Yet experience seems to present an obvious difficulty. כלל ישראל have recited the י״ג מדות countless times, and we do not always see the promised response.
The עץ יוסף, citing the אלשיך in the name of the לבנת הספיר, addresses this question:
רבים מקשים כי הרבה עשו כן בי"ג מדות ולא הצליחו... שעל כן לא אמר: אמרו לפני כסדר הזה, אלא עשו לפני כסדר הזה, שכוון לאמר כי לא באמירה לבדה תליא מילתא אלא בעשיה, כי אותן המדות שזוכרין רחום וחנון ארך אפים וכו' תעשו אותם כסדר ההוא, ועל ידי כן לא ישובו ריקם.
The גמרא does not say אמרו לפני כסדר הזה — "say this order before Me." It says יעשו לפני כסדר הזה — "perform this order before Me." It is not enough merely to recite the י״ג מדות. We must ourselves act in accordance with those מדות — to be רחום וחנון, ארך אפים ורב חסד.
But this raises a fundamental question: what is the relationship between the אמירה of the י״ג מדות and their עשיה?
Perhaps the י״ג מדות remain fundamentally a תפילה for forgiveness, but Hashem's promise to answer that תפילה carries an additional condition. We beseech Hashem to deal with us through His מדת הרחמים, but to merit that treatment we must ourselves fulfill והלכת בדרכיו, extending those same מדות toward others.
Or perhaps the emphasis of יעשו לפני כסדר הזה indicates that the primary סגולה of the י״ג מדות is not their recitation at all. The essential fulfillment of the ברית is the עשיה — that we ourselves live according to Hashem's מדות. The אמירה may serve to impress those מדות upon us and inspire us to fulfill them, but the essential achievement is the קיום of והלכת בדרכיו.
Yet if that is so, the language of רבי יוחנן becomes difficult. Why does the גמרא describe what Hashem revealed as a סדר תפילה? Why does Hashem wrap Himself כשליח ציבור and teach משה an order of prayer, if the essence of the covenant is simply that we emulate His ways?
It would seem that the relationship between the תפילה and the עשיה must run deeper.
To understand this, we must return to the original request of משה רבינו to which the revelation of the י״ג מדות was a response:
הודיעני נא את דרכיך ואדעך למען אמצא חן בעיניך.
משה did not merely ask Hashem for forgiveness. He asked Hashem to reveal His דרכים, and through those דרכים to attain ואדעך — knowledge of Hashem.
The מאירי, in חיבור התשובה, explains:
והבקשה השניה לדעת תאריו והוא אמרו הודיעני נא את דרכיך ואדעך, הכונה בזה כי כשידע הדרכים ידעהו, כי הוא נודע בתאריו... והוא אמרו למען אמצא חן בעיניך, שזה ממציאות החן על דרך האמת, עד שמתוכה התבשר במחילה על האומה.
The final words are striking: עד שמתוכה התבשר במחילה על האומה.
The בשורה of forgiveness for כלל ישראל came מתוכה — out of this very attainment of knowing Hashem through His דרכים. The revelation of Hashem's מדות and the promise of מחילה are therefore not two unrelated elements of the episode. The מחילה itself emerges from משה's request of הודיעני נא את דרכיך ואדעך.
But what does such ידיעה mean? Is it simply to understand that Hashem is רחום וחנון, ארך אפים ורב חסד?
ירמיה הנביא identifies ידיעת ה׳ as one of man's highest achievements:
.'כי אם בזאת יתהלל המתהלל השכל וידע אותי, כי אני ה' עושה חסד משפט וצדקה בארץ, כי באלה חפצתי נאם ה
The רד"ק explains:
.וידיעת הא-ל היא ללכת בדרכיו לעשות חסד משפט וצדקה כי כן עושה אותם הוא... וההולך בדרכיו הוא יודע אותו
This is a remarkable definition. וידיעת הא-ל היא ללכת בדרכיו
ידיעת ה׳ and והלכת בדרכיו are not two independent accomplishments — one intellectual and the other behavioral. The רד"ק tells us that walking in Hashem's ways is itself what it means to know Him: ההולך בדרכיו הוא יודע אותו.
This יסוד can be understood more deeply through the second שיחה in אור הצפון, מדות ודעות, where the Alter of Slabodka explains:
לפי האמת הדעות והמדות שורש אחד להן ודבר אחד הן ממש
דעות and מדות are not separate realms. A true recognition of Hashem's middos is not limited to a raw calculation of the extent of His Middos but also includes perceiving their beauty and sublimity and sweetness. The perception of the beauty of His middos also belongs to the realm of דעת. From a recognition of the beauty of Hashem's ways sprouts forth a love for them and then by extension choosing them as one's own.

We can now return to the words of the גמרא:
כל זמן שישראל חוטאין יעשו לפני כסדר הזה ואני מוחל להם.
Hashem's instruction of יעשו לפני כסדר הזה is not an additional condition appended to the revelation of His מדות. It is the realization of the very purpose for which those מדות were revealed.
משה asked:
הודיעני נא את דרכיך ואדעך.
Hashem revealed His דרכים.
But if, as the רד"ק teaches, ההולך בדרכיו הוא יודע אותו, then the ultimate fulfillment of ואדעך requires יעשו לפני כסדר הזה.
כלל ישראל do not fully know the י״ג מדות merely by being able to recite them. The ידיעה is realized when those דרכי ה׳ become their own דרכים.
This also illuminates the מאירי's remarkable phrase מתוכה התבשר במחילה על האומה. The covenant of מחילה emerges specifically from the revelation through which man comes to know Hashem and His ways. When כלל ישראל sin and seek to return to Him, Hashem gives them the same path: know My ways, make those ways your own, and thereby return to Me.
But one question remains. If the segula of the י"ג מדות is in fact the acheivment of השכל וידע אותי, why does the גמרא nevertheless call it a סדר תפילה?
The answer can perhaps be found in another remarkable teaching of the מאירי concerning the nature of תפילה itself.
The מאירי explains that תפילה contains two distinct elements. One is man's request for his physical needs. But the second, which he calls the כונה הראשונה בענינה, is something else entirely:
כבר בארו המבינים שהתפלה שני מינים, המין האחד הוא בקשת האדם על עניני גופו וצרכי חמרו בדברים הצריכים לו... והמין האחר בתפילה והוא הכונה הראשונה בענינה הוא, לספר בשבחי השם ובנפלאותיו ובגודל מעשיו, שמתוך מה שיבחן בהשמיע לאוזנו מה שיוצא מפיו, יגיע אל השלמות המכוון בו וידבק בק-ל ובדרכיו, עד שישפיעהו שפע אלוקי יגיעהו אל התכלית הנכבד.
The primary purpose of this תפילה is not simply to convey a request to Hashem. Man speaks of Hashem's שבחים and His דרכים, and by listening to the words that emerge from his own mouth, those truths penetrate him until:
יגיע אל השלמות המכוון בו וידבק בק-ל ובדרכיו.
We can now understand why the י״ג מדות are specifically a סדר תפילה, while at the same time the גמרא insists upon יעשו לפני כסדר הזה.
The אמירה and the עשיה are not competing explanations of the covenant. The אמירה is the תפילה through which man contemplates and internalizes the דרכי ה׳; the עשיה is the realization of that ידיעה within the person himself.
We say:
ה' ה', א-ל רחום וחנון, ארך אפים ורב חסד ואמת...
Through the תפילה we contemplate His דרכים. Through knowing His דרכים we attain ואדעך. And if that ידיעה is genuine, then, as the רד"ק teaches, it necessarily expresses itself in והלכת בדרכיו:
ההולך בדרכיו הוא יודע אותו.
The words of רבי יוחנן are therefore precise:
הראה לו למשה סדר תפילה... כל זמן שישראל חוטאין יעשו לפני כסדר הזה ואני מוחל להם.
משה רבינו sought הודיעני נא את דרכיך ואדעך למען אמצא חן בעיניך, and מתוכה התבשר במחילה על האומה.
Hashem taught כלל ישראל for all generations how to recreate that attainment. The י״ג מדות are a תפילה in which we declare and contemplate the דרכי ה׳ — but a תפילה whose intended culmination is that those דרכים become part of ourselves.
That is ואדעך.
That is והלכת בדרכיו.
And that is יעשו לפני כסדר הזה ואני מוחל להם.
